The Site Management Safety Training Scheme (SMSTS) course covers relevant health, safety, and environmental legislation affecting safe working in the building, construction, and civil engineering industries. It highlights the need for risk assessment in the workplace, the implementation of the necessary control measures, and adequate communication to sustain a health and safety culture among the workforce.
The SMSTS course is designed for construction site managers, supervisors, and other personnel who are responsible for managing and supervising construction activities. It is particularly suitable for those who are new to the role or who have limited experience managing construction sites.
Attending the SMSTS course can provide a range of benefits, including improved knowledge and understanding of health and safety regulations, improved communication and management skills, and a better understanding of how to manage construction activities safely and effectively.
The SMSTS course is not mandatory, but many employers and contractors require their site managers and supervisors to have completed the course as part of their ongoing professional development.
Yes, if you have attended a previous 5-day SMSTS course or a subsequent 2-day refresher course, you will be eligible to attend a 2-day refresher course if your current certification hasn’t expired.
Employers are legally required to provide effective health and safety management and supervision on all construction sites. SMSTS successfully helps employers to demonstrate compliance with the law. As a result, it is usually required for anyone seeking a job as a site manager or actively working as a site manager.
Candidates whose first language is not English are welcome to attend. However, all courses are conducted, assessed/marked and certificated in English.
To successfully complete the course, candidates must have a sufficient level of English to:
For candidates whose first language is not English, the use of a bilingual dictionary in book form (not electronic or translator devices) is permitted during assessment.

Yes, there are no requirements to be a part of the CITB Levy Scheme to be eligible to undertake this course, and it will still be delivered to the same standards.
Yes – all attendees will receive a CITB Site Safety Plus Certification upon successful completion of the course.
The certificate expiry is 5 years. After five years, candidates will need to complete the SMSTS Refresher course to renew their certificate.
SMSTS certifications alone are insufficient to apply for a CSCS card. To obtain a CSCS card, you must complete a relevant NVQ at a high enough level for the specific card you are looking for. Site managers must hold a CSCS Black Manager Card to help prove competence and experience. The Construction Leadership Council recommends the SMSTS course in addition to NVQs, which is recommended to be completed prior to taking the Manager and Professional HS&E test to ensure an extensive understanding of the relevant health, safety, and legal regulations. The CSCS Black Managers card requires the Managers and Professional HS&E test, as well as the Level 6 NVQ.
