The CITB Employer Networks Funding

Employer Networks are a CITB-funded initiative designed to make it simpler for employers to access the training and funding support they need. The programme helps construction businesses identify suitable training opportunities while reducing the time and administration involved in securing funding.

Through Employer Networks, local employers also play an active role in shaping how CITB funding is allocated and which types of training are prioritised, helping ensure investment supports the current and future skills needs of the construction industry.

The Construction Industry Training Board Employer Network funding programme is a training support initiative designed to help construction employers access funded or subsidised training more easily. It connects local employers with training providers and allows businesses to receive financial support for skills development, including trade skills, health and safety, leadership, digital skills, and green construction training.

Any levy-registered construction employer that is registered with CITB and located within an active Employer Network area can usually access the scheme. Employers must also be up to date with their CITB levy payments.

  • To bring employers together locally to identify current and future skills needs and help shape how training funding is prioritised in their region.

Workforce Skills Support is a CITB Training Provider Network (TPN) Approved Member. Where applicable, our courses are delivered against the relevant CITB Training Standard.

What are CITB Employer Networks?

CITB Employer Networks (ENs), setup and funded by CITB, are a collaboration between CITB and local employers. They have two main objectives:

  • Make it easier for you to access the training and funding you need, and

  • Bring together employers and other stakeholders at a local level to effectively use training provision to address immediate and future skills needs in their region.

This highly successful initiative, launched in 2022, has seen more employers supported than ever before, and by working with area steering groups the aim is to deliver the right training, to the right people, at the right time - to meet local needs.

Collectively employers are shaping the way funds provided by CITB are spent, and on what.

What does the fund cover?

Employer caps are defined at the start of each financial year and reviewed annually.

Recent funding changes mean that most construction specific short duration courses, including Health & Safety, can now be funded through Employer Networks and we encourage new and innovative training such as net zero, green skills and leadership & management.

The exceptions are:

  • Scaffolding - which remains partially funded through the CITB grants route

  • Plant Training - which remains partially funded through the CITB grants route

  • A small number of specialist short courses.

  • First Aid Training – which is no longer funded.

How does funding work?

We’ve made the process simple. Once your training is booked, your training provider will invoice you for your contribution, while CITB pays the remaining balance.

Our aim is to support as many eligible employers as possible, but Employer Networks funding is budget-led and funding amounts may change. If demand exceeds available funding, mandatory training will be prioritised.

Funding budgets are regularly reviewed by CITB and local employer steering groups. These groups work with local employers to help decide how funding is allocated and ensure training meets current and future regional skills needs. To get involved, speak to your CITB Adviser and request Workforce Skills Support as your preferred Training Provider Newtork (TPN) Approved Member.

As long as you are registered with CITB, up to date with your levy, and have an Employer Networks in your area, you can access & benefit from this service.
Employer Networks are free to join for any levy-registered employer.

The Employer Network steering group, made up of CITB employers, staff, and industry specialists, decides how funds are used for the greatest benefit; this includes what training is supported and the level of funding available to members.
No. The training can be face-to-face (in person or tutor-led online) or e-learning.
There are no limits whatsoever; as long as employers meet the criteria mentioned above, as many as wish to join can do so.
Yes, you can continue as a Training Group member and still benefit from ENs. If your group training officer knows your training needs, they can pass this straight on to the EN adviser. Training groups and ENs will be working closely together to ensure employers receive the best support and access to training to meet their skill needs.

    Technical Skills Training: Enhance the technical skills of your workforce with specialised courses in areas such as carpentry, bricklaying, and site management.
