As the construction industry places increasing emphasis on demonstrating workforce competence, it's becoming more important for experienced managers to have their skills, knowledge and experience formally recognised.
For many, the biggest concern about achieving their Black CSCS Manager Card isn't their ability to do the job – it's finding the time to complete the qualification.
Our approach is to recognise the competence they've already developed, identify the most appropriate Level 6 or Level 7 NVQ, and structure the assessment around their existing experience and day-to-day responsibilities.
With the right assessor support, demonstrating competence and achieving a recognised management qualification can be far more straightforward than people expect.
The Black CSCS Manager Card is for construction professionals working in management or relevant technical occupations. It demonstrates that the cardholder has achieved a recognised construction management or technical qualification and has the required health and safety knowledge for their role.
To qualify, applicants must hold a relevant Construction Management/Technical NVQ or SVQ at Level 4, 5, 6 or 7, or an accepted equivalent qualification. They must also have passed the CITB Managers and Professionals Health, Safety and Environment (HS&E) test within the previous two years.
Applicants need to hold an appropriate construction management or technical NVQ/SVQ at Level 4, 5, 6 or 7, depending on their occupation and responsibilities. They must also pass the CITB Managers and Professionals HS&E test within two years of applying for the card.
The exact qualification required depends on the individual's occupation. For example, a Construction Site Manager would typically require a relevant Level 6 NVQ in Construction Site Management, while some senior management roles require a Level 7 qualification.
There isn't one single NVQ that applies to everyone. The appropriate qualification depends on the employee's job role, responsibilities and area of construction.
For example, a Construction Site Manager may need a Level 6 NVQ Diploma in Construction Site Management, while a Construction Project Manager or Contracts Manager may require a relevant Level 7 Construction Senior Management qualification. CSCS provides an occupation-specific list to help identify the appropriate route.
There are many construction occupations and qualification pathways, so rather than listing every possible route here, below are some of NVQs we most commonly support construction employers with:

Not sure which NVQ applies? Job titles alone don't always identify the correct qualification.
We can review the work an employee actually carries out, their existing qualifications and current card to identify the most appropriate NVQ and card progression route.
No. An NVQ is a competence-based qualification and does not necessarily require an employee to attend college or complete a traditional classroom-based course. Evidence of existing skills and experience can be assessed through methods such as workplace assessment and professional discussion.
This makes the process particularly suitable for experienced construction managers who are already working on site. The employee can continue carrying out their normal role while providing evidence that demonstrates their competence against the requirements of the qualification.
Yes. An employee's existing knowledge, skills and experience can form an important part of their NVQ assessment. Rather than starting from scratch, the assessment process looks at what the employee already does in their role and the evidence they can provide to demonstrate competence.
Workforce Skills Support can help employers and employees identify the most suitable NVQ route and guide candidates through the assessment process, including gathering workplace evidence and completing professional discussions where appropriate.
For experienced managers who are working towards their qualification, CSCS also has an Experienced Technical, Supervisor or Manager Card route available for eligible applicants while they complete their qualification.
CITB provides grants for a range of approved construction qualifications, including eligible NVQs from Levels 2 to 6. The specific grant available depends on the qualification and the current CITB funding rules.
For example, CITB currently lists Construction Site Management Level 6 as an eligible qualification under its qualification grant arrangements.
Workforce Skills Support can help employers understand whether the qualification they are considering is eligible for CITB funding and support them with the process.
