There is, however, an important point to understand before starting the NVQ.

The Chartered Institute of Building is a professional body for people working within construction and the built environment.
Successful Chartered Members can use the MCIOB post-nominal designation and the Chartered Construction Manager or Chartered Builder designation.
Chartered Membership provides professional recognition of an individual’s construction management competence and experience, alongside benefits including professional development, CPD, networking and industry resources.
For experienced construction professionals, MCIOB can therefore complement a competence-based qualification such as the Level 7 NVQ by providing an additional form of professional recognition.
Can a Level 7 NVQ Lead to CIOB Chartered Membership?

Rather than following the standard Professional Review route, eligible holders of this qualification may apply through CIOB’s shortened Professional Review route.
To meet CIOB’s current requirements for this pathway, the individual must:

We can then ensure that the NVQ is delivered and assessed in line with the requirements needed for eligibility for CIOB’s shortened Professional Review route.
Workforce Skills Support can also provide the required fast-track supporting letter following completion.
There is an additional £150 + VAT per learner WSS charge for these additional requirements and the supporting letter.
This is separate from the standard Level 7 NVQ price.This last requirement is particularly important.
Simply holding a Level 7 Construction Senior Management NVQ does not automatically mean it will meet the requirements for CIOB’s shortened route.
It is important to distinguish between the Level 7 NVQ, the WSS supporting letter and the subsequent CIOB application.
The additional £150 + VAT WSS charge relates to the additional requirements and supporting letter associated with enabling an eligible learner to pursue the shortened CIOB Professional Review route.
It does not purchase CIOB Chartered Membership and does not include CIOB membership or Professional Review fees.
Once the NVQ has been successfully completed, the learner’s application for Chartered Membership is made directly to CIOB.
The Level 7 NVQ Diploma in Construction Senior Management is a competence-based qualification designed for experienced senior construction managers.
It is assessed in the workplace using evidence of the individual’s existing competence, including relevant company documentation, processes and procedures that they are responsible for implementing or managing.
Depending on their responsibilities, suitable candidates can include:
Rather than attending a classroom course to learn how to become a senior manager, the NVQ assesses the knowledge, skills and competence the individual is already demonstrating within their role.
Evidence may relate to areas such as managing construction processes, leadership and decision-making, chairing meetings, recruitment, managing project teams and implementing organisational procedures.
Suitability is therefore based on the individual’s actual responsibilities and competence, rather than their job title alone.
For an eligible learner completing the CIOB route through Workforce Skills Support, the journey broadly looks like this:
1. Confirm your intention to pursue MCIOB before enrolling
Tell WSS that Chartered Membership is one of your intended outcomes so that the relevant requirements can be considered from the beginning of the NVQ.
2. Complete the Level 7 NVQ Diploma in Construction Senior Management
The qualification is assessed through workplace evidence and professional assessment of your existing competence.
3. Receive your WSS fast-track supporting letter
Where the required conditions have been met, WSS provides the supporting letter required for the shortened route.
4. Apply directly to CIOB
After completing the NVQ, you apply to CIOB through its Qualified & Experienced N/SVQ Pathway and become an Applicant Member.
5. Complete the shortened CIOB Professional Review
Once your membership is confirmed, CIOB provides access to the relevant Professional Review documentation and guidance through its Members’ Portal.
6. CIOB assesses your application
The Professional Review is assessed by CIOB. Successful applicants can then achieve Chartered Membership (MCIOB).

The Level 7 NVQ Diploma in Construction Senior Management and CIOB Chartered Membership (MCIOB) are separate achievements.
The Level 7 NVQ is a competence-based vocational qualification demonstrating an individual’s occupational competence at senior construction management level.
MCIOB is a professional Chartered membership grade awarded by CIOB following its own application and assessment process.
However, completing the right Level 7 NVQ under the appropriate conditions can provide an eligible route into CIOB’s shortened Professional Review.
This is why planning ahead matters.
The Professional Review is CIOB’s final assessment stage for most people seeking Chartered Membership.
It considers the applicant’s construction management knowledge, experience and professional competence.
CIOB updated its Professional Review process in 2026, introducing a more streamlined competence framework while retaining the professional standards expected for Chartered Membership.
Candidates applying through the eligible Level 7 NVQ route can access the shortened Professional Review, subject to meeting CIOB’s current requirements.
The Professional Review and final MCIOB application are completed directly with CIOB rather than Workforce Skills Support.
CIOB charges its own membership and assessment fees, which are separate from the cost of completing your Level 7 NVQ with WSS.
For 2026, CIOB currently lists the following UK fees for its Qualified & Experienced N/SVQ Pathway:

This gives an indicative initial CIOB cost of £780, in addition to the NVQ and WSS fast-track supporting-letter costs.
CIOB fees and processes can change, so candidates should always check the latest costs directly with CIOB before applying.
For an experienced construction manager, the two achievements can serve different purposes.
The Level 7 NVQ formally demonstrates workplace competence at senior management level, while MCIOB Chartered Membership provides professional recognition through one of the construction industry’s established professional bodies.
CIOB highlights benefits of Chartered Membership including the ability to use the MCIOB post-nominals, professional credibility, networking and CPD opportunities, career progression and international professional recognition.
For senior managers who are already completing the Level 7 NVQ, it can therefore be worth considering whether Chartered Membership is also part of their longer-term professional development.
Where an eligible learner subsequently achieves CIOB Chartered Membership (MCIOB), an additional £600 CITB qualification grant may be available to eligible CITB-registered employers, subject to CITB’s current Grant Scheme terms and conditions.
