£0 Net Cost Roadbuilding Package – A Smarter Route to Competence, Cards and CITB Grant Recovery

The good news is that, for eligible CITB-registered employers, there is now a route that can deliver recognised qualifications, competence cards, and plant certification with the potential for up to 100% cost recovery through CITB grants.

What Is Included In The Roadbuilding Package?

The package has been designed specifically for experienced roadbuilding operatives and combines both occupational and plant competence qualifications. 

Successful candidates can achieve:

Level 2 NVQ in Roadbuilding

Covering primary roadbuilding operations and utility locating activities. 

Level 2 Plant NVQ

Available for one or two plant categories including:

  • Ride On Roller
  • Forward Tipping Dumper
  • 180 Excavator

Depending on the operative’s existing experience and role. 

NPORS Plant Competence Testing

Competence testing can be completed for one or two categories, providing formal assessment of practical ability. 

CSCS Blue Skilled Worker Card

Achievement of the relevant qualifications can support applications for the CSCS Blue Skilled Worker Card. 

NPORS CSCS-Affiliated Competence Card

Providing recognised evidence of plant competence through the NPORS CSCS-affiliated scheme. 

Designed For Experienced Operatives

This is not classroom-based training.

The programme is intended for experienced workers who already carry out the role and simply need to demonstrate competence through assessment.

Benefits include:

  • On-site assessment
  • Evidence gathered during normal work activities
  • Minimal disruption to productivity
  • Suitable for teams of four or more
  • No need to remove operatives from site for lengthy training programmes

Assessments are completed in the workplace, allowing candidates to continue working while progressing towards qualification. 

How The Process Works

The route has been designed to be straightforward:

1. Book and Start

Candidates are enrolled and assessments begin on site.

2. Gather Evidence

Evidence is collected during normal day-to-day operations.

3. Complete The NVQs

Assessors verify competence against the qualification requirements.

4. NPORS Competence Testing

Plant categories are tested where required.

5. Card Applications

Once qualifications are achieved and the relevant Health, Safety and Environment tests are in place, card applications can be processed. 

Can This Really Be Cost Neutral?

For eligible CITB levy-paying employers, potentially yes.

The package cost is £2,100 + VAT per person, with up to £2,100 available through CITB grant support, creating the possibility of a £0 net cost route once grants are successfully claimed. 

Where employers have previously claimed plant grants, alternative funding scenarios may still be available:

  • One previous claim: £1,800 available plus £300 for an additional category
  • Multiple previous claims: bespoke routes can be explored to maximise value and minimise net cost

Every employer’s grant position is different, which is why grant checks should always be completed before enrolment. 

Supporting National Highways Competence Expectations

One of the key advantages of this package is its alignment with the competence expectations commonly associated with highways work and National Highways sector requirements. 

By combining:

  • Roadbuilding qualifications
  • Plant competence qualifications
  • Practical testing
  • Recognised competence cards

employers can strengthen the evidence they hold regarding workforce capability and competence.
