Level 2 NVQs at the Equivalent of 70% Funding – Available Until 31 March 2026

reduced l2 nvq rates - wss

While Level 2 NVQ grant values remain unchanged, recent changes to how training is funded mean many employers are now seeing a higher net cost than they previously experienced — particularly where qualifications were once delivered on a cost-neutral basis through Skills & Training Fund projects. At the same time, competence requirements, card schemes, and client expectations haven’t eased.

To help employers plan and budget effectively under the current funding arrangements, we’re offering a targeted Level 2 NVQ reduced-rate package until 31 March 2026. When combined with the relevant CITB grant, this delivers an overall cost broadly equivalent to around 70% funding.

This is a time‑limited offer for CITB levy‑registered employers and applies to selected Level 2 construction NVQs.

What Does “Equivalent to 70% Funding” Mean for Level 2 NVQs?

Rather than relying on previous delivery models that are no longer widely available, we’ve reduced our Level 2 NVQ rates so that, once the applicable CITB grant is claimed, the net cost to the employer is comparable to receiving approximately 70% funding.

In practice, this means:

  • significantly lower upfront NVQ cost
  • A net position that better reflects previous funding models
  • Continued access to regulated, nationally recognised Level 2 qualifications

There’s no change to assessment quality, awarding body recognition, or competence outcomes.

Who Is This Level 2 NVQ Funding Offer For?

This offer is ideal for CITB levy‑registered construction employers who:

  • Need to upskill or formalise competence at operative level
  • Are experiencing higher net costs due to grant changes
  • Want to maintain CSCS card progression and workforce compliance
  • Are planning training ahead of wider funding or Skills & Training Fund changes

The offer applies to selected Level 2 construction NVQs, subject to eligibility and availability.

Why Focus on Level 2 Construction NVQs Now?

Level 2 NVQs remain a core requirement for skilled operative roles, underpinning:

  • Blue CSCS Skilled Worker cards
  • Trade competence evidence
  • Client and principal contractor requirements
  • Long‑term workforce development

Under current funding arrangements, delaying Level 2 achievement can lead to higher overall costs over time, as well as potential card issues or compliance gaps. This reduced-rate window is designed to help employers act now and plan training without unnecessary cost pressure.
