With changes to how CITB funding is accessed, and wider cost pressures across the construction sector, many employers are reassessing how they continue to upskill their workforce while managing training budgets effectively.

To support levy‑registered employers during this transition period, we’re offering reduced NVQ rates across selected qualifications until 31 March 2026. These offers are designed to help you maximise remaining grant opportunities, offset recent funding changes, and, in some cases, achieve cost‑neutral training.

Level 2 NVQs – Reduced Rates Delivering a 70% Funding-Equivalent Cost

For a limited time, we’ve reduced rates on selected Level 2 NVQs. Once the relevant CITB grant is claimed, employers achieve a net cost broadly comparable to around 70% funding.

This means:

  • Lower upfront investment
  • Clear, predictable net costs once grant is applied
  • No compromise on quality or regulatory recognition

These offers are available on selected Level 2 construction NVQs only, subject to eligibility and availability.

Groundworks Package – Cost‑Neutral Training with Free NPORS Tests

For employers delivering groundworks and plant operations, we’ve built a targeted package to support competence, card progression, and compliance – without increasing net training costs.

What’s included:

  • Level 2 Groundworks‑related NVQs
  • Free NPORS test(s) for selected plant categories
  • Available for group bookings of 4 or more candidates

When combined with CITB grants, this package can be structured to be cost neutral, helping you maintain workforce competence while protecting training budgets.

Our Reduced NVQ Rates Across Levels 2 to 7

In addition to the targeted offers above, we are applying temporary reduced rates across NVQs from Level 2 through to Level 7 until 31 March 2026.

This includes:

  • Trade and operative NVQs (Level 2–3)
  • Supervisory and management NVQs (Level 4–6)
  • Senior management and leadership NVQs (Level 6–7)

These reductions are designed to:

  • Support employers in planning training under current funding arrangements
  • Help maximise available grant where applicable
  • Encourage progression and competence development ahead of future funding milestones

Are these NVQ offers available to all employers?

These reduced-rate NVQ offers are available to all of our clients, subject to qualification availability, eligibility checks, and (where applicable) minimum numbers.

Please note:
– The Level 2 NVQ offer equivalent to 70% funding is available to CITB levy-registered employers only
– The cost-neutral Groundworks package with free NPORS tests is also available to CITB levy-registered employers only

What does “equivalent to 70% funding” mean for Level 2 NVQs?

For selected Level 2 NVQs, the reduced NVQ price combined with the applicable CITB grant results in an overall cost comparable to receiving around 70% funding. This helps offset recent grant changes while keeping training affordable.

Which Level 2 NVQs are included in the reduced-rate offer?

The offer applies to selected Level 2 construction NVQs. Availability varies by trade and pathway, so we recommend contacting us to confirm which routes apply to your workforce.

What does “cost-neutral training” mean for the Groundworks package?

Cost-neutral means that, when CITB grants are applied, the overall cost of the NVQ and included elements can be structured so that there is no net training cost to the employer. This depends on eligibility, group size, and grant availability.

What is included in the free NPORS tests?

For qualifying groundworks group bookings of 4 or more candidates, we include free NPORS test(s) for selected plant categories. Eligible plant categories will be confirmed at enquiry stage.

Is there a minimum number of learners required?

Yes. Some offers – particularly the Groundworks package with free NPORS tests – require a minimum group size of four learners. Other NVQ reductions may be available for smaller numbers.

Are WSS reduced rates available for management and senior management NVQs?

Yes. Temporary reduced rates apply to NVQs from Level 2 up to Level 7, including supervisory, management, and senior leadership routes, until 31 March 2026.

Do learners need to complete the NVQ by 31 March 2026?

No. The reduced rates apply to bookings made before 31 March 2026. Assessment and completion can continue beyond this date, in line with awarding body and funding rules.
