£0 Net Cost Roadbuilding Package – A Smarter Route to Competence, Cards and CITB Grant Recovery

For many roadbuilding contractors, one of the biggest challenges is ensuring experienced operatives hold the qualifications and competence cards increasingly expected by clients, principal contractors, and National Highways schemes.

The good news is that for eligible CITB-registered employers, there is now a route to deliver recognised qualifications, competence cards, and plant certification, with the potential for up to 100% cost recovery through CITB grants. 

For roadbuilding contractors, workforce competence is becoming increasingly important when demonstrating capability to clients, principal contractors, and highways frameworks. Many experienced operatives already possess the skills required to perform their role safely and effectively. A Flexible Qualification Route

Candidates can achieve:

Level 2 NVQ Diploma in Roadbuilding Operations

The primary occupation can be selected from a range of Roadbuilding Operations pathways depending on the candidate’s role and experience.

Examples may include:

  • Roadbuilding General Operative
  • Flexible Pavement
  • Road Marking
  • Surface Dressing
  • Other available Roadbuilding Diploma Operations pathways

Secondary Roadbuilding Occupation

Level 2 NVQ Certificate in Roadbuilding Operations

A second pathway can also be selected where appropriate, allowing employers to broaden competence evidence across multiple activities.

This could include Utility Locating or another suitable Roadbuilding Operations pathway, depending on operational requirements.

This flexibility allows employers to tailor qualifications to the actual work being undertaken rather than forcing operatives into a single occupational route.

Plant Competence Qualification Included

Level 2 Plant NVQ

In addition to the Roadbuilding qualification, candidates can also complete a Level 2 Plant NVQ covering one or two categories, including:

  • Ride On Roller
  • Forward Tipping Dumper
  • 180 Excavator

This enables employers to provide evidence of competence in both occupational activities and plant operation.

NPORS Plant Competence Testing

Competence testing can be completed for one or two categories, providing a formal assessment of practical ability from a selection of Ride on Roller, Forward Tipping Dumper and 180 Excavator

Successful candidates can achieve:

  • NPORS CSCS-Affiliated Competence Card
  • CSCS Blue Skilled Worker Card
  • Recognised occupational and plant qualifications

(subject to qualification achievement and valid Highways and Operative Health, Safety & Environment test requirements).

Step 1 Grant Check

Workforce Skills Support completes CITB grant checks before enrolment to identify available funding and confirm eligibility.

2. On-Site Assessment

Evidence is collected during normal day-to-day operations.

3. Evidence Collection for the NVQ’s

Assessors verify competence against the qualification requirements.

4. NPORS Competence Testing

Plant categories are tested where required.
